SUBJECT: NRC INSPECTION REPORT 50-445/93-16; 50-446/93-16

This refers to the readiness assessment team inspection conducted by Mr. W. B.

Jones, and the inspectors identified in the enclosed report, of this office,

and the Office of Nuclear Reactor Regulation, on March 24-29, 1993.

The

inspection included a review of activities authorized for the Comanche Peak

Steam Electric Station, Units 1 and 2, facility. At the conclusion of the

inspection, the findings were discussed with you, Mr. W. Taylor, and those

members of your staff identified in the enclosed report.

This special team inspection was conducted to evaluate the initial dual unit

operations and the readiness of Unit 2 for full-power operation. The focus of

the inspection was to evaluate the effectiveness of management controls and

personnel practices, the implementation of the safety assessment program, and

the actions taken by the licensee in response to one of the deficiencies

identified in NRC Inspection Report 50-446/92-201.

The team evaluated the

conduct of operational activities, including management oversight, maintenance

and surveillance scheduling, and engineering and technical support.

the inspection consiste. of selective examinations of procedures and

representative records, interviews with personnel, and observation of

activities in progress.

The team concluded that your staff had demonstrated the ability to control

activities and operate both units safely in accordance with NRC requirements.

The inspection team's findings are discussed in the enclosed report.

A violation of NRC requirements was identified, as discussed in Section 4.2.2

of the enclosed inspection report.

The team determined that the work

instructions associated with the installation of the Borg-Warner pressure seal

check valve alignment device on one of the Unit 2 turbine-driven auxiliary

feedwater lines was not adequate. However, this violation is not being cited

because the criteria in paragraph Vll.B(2) of Appendix C to 10 CFR Part 2 of

the NRC's " Rules of Practice" were satisfied.

Document Room.
