This letter is in response to your letter of March 20,1990, in which'you recommended that a State Environmental Quality Review (SEQR): procedure be' completed before Cintichem, Incorporated obtains their State. Pollution Discharge Elimination System (SPDES) pennit.
These are State of New York initiated processes or. permits and therefore are outside the. purview of the i
NRC. However, we will support any actions such as hearings, document reviews, j
etc. if requested by)the New York State Department of Environmental i
Conservation (NYSDEC.
i Included with your March 20, 1990 letter were copies of letters you also sent to the local and Albany offices of the NYS DEC.
It is our understanding, from 1
discussions with NYSDEC personnel, that those offices will be providing_
