Dear Chairman Palladino:
- /g j As you may know, several of my fellow Panel Members and I have traveled to Washington te discuss the funding for the clean up of Three Mile Island, Unit 2 on a number of occasions. This includes an appearance before the same Senate Committee on Oct;ber 20 before which you appeared on the same date.
At our Panel Meeting in October, held in York, Pe,nnsylvania, and at our November 16 meeting, held in Lebanon, Pennsylvania, we discussed a. sensitivity that we have detected with the various Members of Congress with whom we have had an opportunity to speak. That sensitivity is the lack of their awareness of the criticality of the situation at TMI 2, if clean up does not proceed ef fectively and expeditiously.
The Panel Members agreed with my feeling that the members of the Nuclear Regulatory Commission have failed to impart the realities of TMI 2 to the Members of Congress.
We feel, and af firmed it by a unanimous vote at our November 16 meeting, that the Commission Members must do a much better job of relaying the realities of TMI 2 to Congress. Thi.a particularly applies to the potential problems that face us should Met Ed go tankrupt and/or run out of funding and the limited clean up currently ongoing be terminated.
I noted in your testimony before the Senate Resource and Technology Committee that you did allude to potential problems in the event TMI 2 is not cleaned up. That message has not been enunciated clearly enough to the Members of Congress.
It is the feeling of this Panel that that task is one which the Commission Members themselves must undertake in order to break down the barriers that currently exist with Members of Congress and the struggle to clean up TMI 2.
This is not to imply that this lack of salesmanship, if you will, is solely responsible for the current Con ~gressional attitude. However, it is our consensus feeling that it is in fact to a great degree responsible for the current attitude of Congressional Members.
I hereby request that you, and each Member of your Commission, make a concerted attempt to thoroughly inform Congress, particularly those Members of Congress who control the relevant committees and/or funding streams of the dire problem we face here in Pennsylvania with a contaminated TMI 2.
We believe that a successful undertaking of this task by the Commission Members will help to break down barriers that currently exist in Congress and the misunderstandings of the realities of the failure to clean up TMI 2.
Your prompt attention to this matter would be most appreciated.
