Dear Mr. Clark:
In accordance with the provisions of 10CFR50.54(p), the enc 1csed revision (5 copies) to the Safeguards Contingency Plan for the Calvert Cliffs Nuclear Power Plant, Units 1 and 2, is submitted. This change is Revision 2 to the Plan.
The revisions are necessitated by changes in implementation proce-dures and organizational changes, as a result of further refinement of the security program at the Calvert Cliffs Nuclear Power Plant by the Baltimore Gas and Electric Company.
In addition, the Matrices of the Plan have been placed in a revised format for greater ease in representing the actual flow of safeguards events.
All changes have been underlined for ease of reference.
A summary of other major changes is as follows:
I All title cnanges nocessitated by recent organizationai revisions have been reflected in the Plan.
l Definitions have been added to Section 1.4.
All references to " industrial" sabotage have been changed to " radiological" sabotage.
Section 1.1 has been revised to reflect the threat defined in 10CFR73.1.

Where appropriate, the Plan has been changed to reflect changes resulting from the publication of 10CFR73.71(c) and Regulatory Guide 5.62, regarding reporting of safe-guards events.

Events 3-A, 3-B, 3-C, 3-D, 6-A, 6-B, and 6-C have been consolidated into Events 3-A~through 4.
Editorial and gramatical changes have been made, wherd appropriate.
This revision does not decrease the effectiveness of safeguards at the Calvert' Cliffs Nuclear Power Plant.
