Reviewed by: Quality Assurance Branch SUtmARY OF TOPICAL Topical report GIBSAR-17-A, Amendment 5, describes the quality assurance program which Gibbs & Hill, Inc. applies to those design, procurement, and construction phase activities involving safety-related structures, systems, and components of nuclear power plants within the Gibbs & Hill, Inc. scope of work.
GIBSAR-17-A, Amendment 5, commits Gibbs & Hill, Inc. to comply with the requirements of Appendix B to 10 CFR 50.
It also commits Gibbs & Hill, Inc. to follow the NRC Regulatory Guides listed below:

Amendment 5 of GIBSAR-17-A contains a description of the measures used to carry out the Gibbs &
Hill, Inc. quality assurance program activities and describes how applicable require-ments of Appendix B to 10 CFR Part 50 will be satisfied by the administration and implementation of these measures.
SUtGARY OF REGULATORY EVALUATION ND POSITION C
We have evaluated the quality assurance program and the organizations responsible for quality assurance functions described in Amendment 5 of GIBSAR-17-A.
We find that, quality assurance policy and direction originate at an acceptably nigh management level and are effectively communicated to other parts of the organization. Those per-forming quality assurance' functions have responsibility and authority commensurcte with their duties in implementing the quality assurance program.

2-Based on our review and evaluation of GIBSAR-17-A, Amendment 5, we conclude that:

The organizations and persons performing quality assurance functions witnin Gibbs & Hill, Inc. have the required independence and authority to effectively carry out the quality assurance program without undue influence from those directly responsible for costs and schedules.
2.
The Gibbs & Hill, Inc. quality assurince program contains requirements and controls which, when properly implemented, comply with the requirements of Appendix B to 10 CFR Part 50.
3.
The Gibbs & Hill, Inc. topical report GIBSAR-l'i-A, Amendment 5, " Quality Assur-ance Program," is acceptable for use in the design, procurement, and construc-tion phase activities of nuclear power plants.
