PROPOSED IMPO3ITION OF A CIVIL PENALTY - $80,000 O

Mf This is to inform the Commission that a Notice of Violation and Proposed MN of a Civil Penalty in the amount of Eighty Thousand Dollars will be issued on or about August 21, 1981, to Jersey Central Power and Light Company. This action is based on an alleged violation relating to the safety function of the reactor building to suppression chamber vacuum breakers being compromised in that they were unable to fully open as required by the Tech Specs.

Specificalb, one vacuum breaker in-each line (two parallel lines) was obstructed from fully opening by contractor installed scaffolding from the afterncon of April 16,1981, until 1:25 p.m. on April 18, 1981, during which time primary containment integrity was required.

J A news release has been prepared and will be issued about the time the licensee receives the Notice.

The State of New Jersey will be notified.

It should be noted that the licensee has not been specifically informed of the enforce-ment action. The schedule of issuance and notification is:
