Dear Mr. Grier:

In accordance with the reporting requirements of Connecticut Yankee Technical Specifications, Section 6.9.7..a(8), the following Preliminary Report 81-09/lP is hereby submitted.

During the assessment of SEP Topic II-IB, Population Distribution, it was determined that the LPZ distance for Haddam Neck Plant is not in conformance with the criteria in 10CFR100.ll.

The present LPZ distance of 7.7 miles is being revised to comply with 10CFR100.11 as part of SEP Topic II-I.B.

A preliminary assessment indicates that a smaller LPZ distance will not result in doses at the LPZ boundary in excess of 10CFR100 guidelines. As part of SEP, Connecticut Yankee (CY) is revaluating the Design Basis Events for the Haddam Neck Plant. The radiological consequences of Design Basis Events will be determined using a revic;ed LP7 distance. These analyses are scheduled to be submitted for staf f review by September 30, 1981.

Connecticut Yankee has determined that since the concept of the LPZ has been almost entirely superseded by the Emergency Planning require-ments of Appendix E to 10CFR50, and since the dose consequences for a revised LPZ would not exceed Part 100 limits, there is no danger to the public health and afety and continued operation of the Haddam Neck Plant is justified. Analyses in progress will confirm the adequacy of this position.
