Pursuant to the procedures outlined in Licensee counsel's letter to the Appeal Board of October 1, 1981, the following facts with respect to personnel changes since the close of the record on management issues are provided for the Appeal Board's information and the information of the parties to the TMI-l restart proceeding:

Kohl December 3, 1982 Page Two of Mr. William E. Potts as the Manager of the TMI-l Radiological Control Department. In September, 1982, Mr. Potts assumed re-sponsibilities in connection with reactor dissassembly and defueling at TMI-2. He has been replaced at TMI-l by Mr. G. A. Kuehn.

Mr. Kuehn has a bachelor of science degree in general science, attended the Navy nuclear power program, and has received special training in health physics through his attendance at programs conducted at Los Alamos Scientific Laboratory (1976), Georgia Tech (1978), and Oak Ridge Associated University (1980). Mr.

Kuehn also has had extensive experience in the field of applied radiation protection, having worked as a health physics technician or manager at commercial nuclear power plant facilities for over eight and a half years. Mr. Kuehn served as the Deputy Manager Radiological Controls, TMI-1, from November, 1980 until he re-placed Mr. Potts in September, 1982.

2. At paragraphs 159 and 381 of the Management PID, the Board identified Mr. Edwin C. Fuhrer as the Supervisor of Rad-waste, TMI-1. In October, 1982, Mr.. Fuhrer was named the Plant Chemistry Manager, TMI-l in charge of the chemistry technician staff now reporting directly to the Operations and Maintenance Director of TMI-1. See letter of October 28, 1982 from the NRC staff to Licensee, served on the Appeal Board and the parties.

As indicated in the Management PID, Mr. Fuhrer has a B.S. degree in chemical engineering, has familiarity with the TMI-l chemistry program as a result of his previous role in the radwaste organi-zation, and has had previous management experience at TMI-1.

Remaining as Supervisor of Chemistry within the TMI-l Plant Engineering Department, and serving as a technical advisor and troubleshooter, is Mr. Gary Reed, whose credentials are described in the Management PID at paragraph 102. Replacing Mr. Fuhrer as the Supervisor of Radwaste is Mr. William Zewe, a former shift supervisor at TMI-1. The title of this position has been changed to Radwaste Operations Manager, TMI-l. Mr. Zewe has served as an auxiliary operator in 1972-1973, as a licensed reactor operator since 1974, and as a senior reactor operator since 1975. Mr.

Zewe also spent five years in the Navy nuclear program. He is currently SRO-licensed on TMI-1. Remaining as radwaste engineer,to Mr. Zewe is Mr. J. W. Boyer, whose credentials are referred to by the Licensing Board at paragraph 381 of the Management PID.
