This rezers to the routine safety inspection conducted by Mr. J. L. Lynch of this office on September 3,1981, of activities authorized by NRC Byproduct Material License No. 12-15465-01 and to the discussion of our findings with Mr. R. A. Cranford and Ms. J. Moran at the conclusion of the inspection.
The inspection was an examination of activities co3 ducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspec-tion consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.
During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in enclosed Appendix A.
A written response, submitted under oath or affirmation, is required.
During the discussions at the conclusion of the inspection, our inspector expressed concern over an activity which appears to be in conflict with accepted radiological safety practices, as documented in Report No. 48 of the National Council on Radiation Protection, Section 5.1, page 29.
In this regard, persons were observed smoking in the Nuclear Medicine hot lab.
In your reply, please address this cor.cern by stating the Medical Isotope Committee's position regarding this matter and actions initiated to improve control in this area.
In addition to the above areas, the inspector examined actions described in your letters dated March 6 and 20, 1978, regarding apparent items of noncompliance found during our January 25, 1978 inspection. We have no further questions regarding these matters.
