Jus ti fica tion t
The proposed request for infornation deals with a icose-part detection program for light water eccled nuclear pover plants.
A lecse-part detection progran
- rovides a neans for early detection of -loose metallic parts in the primary system.
By providing for the early detection and general location of abnormal structural conditions, a loose-part detection progran may also mininize radiation exposure to station personnel involved in maintenance and repair.
A review of operating experience indicates that. loose-parts events can be expected about once every 10 reactor years.
Thus, about 4 loose-parts events can be expected in the 40-year plant lifetime.
It should be noted that, in most of the loose-parts events which have occurred, indications of the loose object were often detected by other instrumentation.
Furthermora, relatively few of these events were of direct safety significance and in no case was there an actual radioactive release.
Failure to detect loose-parts can directly or indirectly affect safety in any of the following ways:
a.
Direct mechanical damage to the pressure boundary.
b.
Direct mechanical damage to the reactor or steam generator ir ternals.
c.
Mechanical interference with control rods, valves, pump impellers, and other moving parts.
d.
Coolant flow blockage.
e.
Coolant chemistry upset.
f.
Abrasive effects.
g.
Excessive coolant radioactivity.
h.
Missing part (the presence of a icose-part of internal origin implias that some component of the system has been degraded).
The locse-parts system will add a level of defense in depth to clants by croviding early detection of re allic parts and will minini:e radiation expcsure to station personnel.
Regulatory Guice 1.133, "Lcesc-part Cetec-tion program for the Primary Systems of Light Water Reactors" (RG1.133),
describes a loose-part detection progran acceptable to the staff.

. Description of Information Collection 1.
The request for information will be in the form of two letters.
The first letter will remind licensees of the information retsk fr a each s
addressee concerning loose-part detection systems at operatiay reactor plants in accordance with RG 1.133.
The second letter will tansmit ibdel Technical Specifications covering the loose-part detection system and will request addressee to propose amendments to their operating licenses.
The letters will be sent te approximately 40 electric power utilities.

The 40 addressees represent the entire list of holders of nuclear power operating licenses.

Time Schedule for Information Collection and Publication Information requested from each addressee will be requested within 120 days af ter rec,eipt of the letter.
Responses will be placed in the public docu-ment rooms shortly after receipt by the NRC.

Consultations The guide was released in September 1977, for a 60-day public comment period.
Because the response during this period was limited, the public comment period was informally extended an additional 60 days to obtain comments from as many interested parties as possible.
Comments were received during the extended comment period from a relatively broad spec-trum of interest groups.
Comments were received from four utilities (Con-sumers Power Co., San Diego Gas and Electric Co., Washington Public Power Supply System Philadelphia Electric Co.), four reactor systems suppliers (Babcock and Wilcox, General Electric Co., Westinghouse Electric Co.,
Combustion Engineer, Inc.), two loose-part detection system vendors (Atomics International, Technology for Energy Corp.), the Electric Power Research Institute, the Standardized Nuclear Unit Power Plant System, and one private citizen.
Most responses were well developed and contained constructive comments.
Efforts were made to incorporate comments where appropriate and justified.

Estimate of Rescondent Burden The total cost to a utility for a complete design and installation of a system that meets the criteria of RG 1.133 is estimatec to be 3130K.
Periodic operability and maintenan:e of the installed system is ex;ected to cost 518K annually.
The effort involved in responding to the NRC request for information is estimated to be 80 person-hours per addressee.

Estimate of Cos) to the Federal Government The time required to review responses is estimated to be 150 person-hours per facility.
The 40 responses will provide information concerning 72 operating plants.
Therefore,10,000 person-hours are expected to be expended review ng responses.
