Dear Mr. Iloffman:

SUBJECT:

SEP TOPIC VIII-3.B. DC POWER SYSTEll BUS VOLTAGE !!0tlITORIliG APID ANiluNCIATI0ft, SAFETY EVALUATIO'l FOR BIG ROCK POIllT The enclosedastaff safety evaluation is based on a contractor's document that has been made aVallable to you previously. This document supports the findings of the staff safety evaluation of Topic VIII-3.B and recon.-

mends modifications ta the de systems.

The need to actually implement these changes util be determined during i

the integrated safety assessnent. This safety evaluation may be revised in the fut::re if your facility design is changed or if NRC criteria re-lating to this topic are modified before the integrated assessment is completed.

TOPIC:

VII-3.B. DC POWER SYSTEM BUS.V0LTAGE MONITORING AND ANNUNCIATION 4

I.

Introduction i

To assure the design adequacy of the dc power system battery and bus j

voltage monitoring and annunciation schemes such that the operator can (1) prevent the loss of an emergency dc bus; or (2) take timely corrective action in the event of loss of an emergency dc bus, we reviewed the dc power system battery, battery charger, and bus volt-age monitoring and annunciation design with respect tn dc power sys-tem operability status indication to the operator.

j II.

Review Criteria 1

The review criteria are presented in Section 2 of EG&G Report 1344F, "DC Power System Bus Voltage Monitoring and Annunciation".

V.

Evaluation As noted in EG&G Report 1344F, the Big Rock Point control room has no indication of dc bus voltage, battery current, battery charger current, or breaker / fuse status. Therefore, the Big Rock Point de power system monitoring is not in compliance with current licensing criteria.

Conclusion

~

The staff proposes that as a minimum, the following additioncl indica-tions and alarms of the Class 1E de power system (s) status shall be provided in the control room Battery current (ammeter-charge / discharge)

Battery charger output current (ammeter) dc bus ground alarm (for ungrounded system)

Battery breaker (s) or fuse (s) open alarm Battery charger output breaker (s) or fuse (s) open alarm de bus voltage f
