Dear Sirs:
By Petition dated May 17, 1979, Nina Bell and Eugene Rosolie, on behalf of the Coalition for Safe Power (Coalition), re-quested the Nuclear Regulatory Commission oroer the shutdown l
of the Trojan Nuclear Power Plant.
This Petition was filed pursuant to 10 CFR 2.206 of the Commission's regulations.
The basis for the request by the Coalition were that deficien-cies exist with reepect to fire protection and environmental qualification of safety-celated electric ~al equipment at the plant.
The Coalition 8also requestea.that hearings be held on the matter.
The Office of Nuclear Reactor Regulation issued a decision on September 10, 1979 stating "The request of the Coalition for Safe Power for immediate action is hereby denied.
Further con-sideration of the Coalition's petition will be held in abeyance pending the Commission's decision in the UCS proceeding."
The Commission took such action on May 27, 1980 when it issued Me-morandum and Order (CLI-80-21).
At that time, the Commission stated, "The Commiseion considers the Staff's review of the 79-olB Bulletin responses to be of high priority, and the Staff is requested to keep the Commission and the public apprised of l
any further findings of incomplete environmental qualification.
...The Staff is directed to complete ics review of environmental qualification, including the publication of Safety Evaluation Reports by February 1, 1981.
By no later than June 30, 1982 all safety-related electrical equipment in.all operating plants shall be qualified to the DOR Guidelines or NUREG-0588.
These deadlines howeser. do not excuse a licensee from the oblication to modify or replace inadequate equipment promptly. (emphasis added).

In light of these actions by the Commission and the Staff,'the Coalition requests that "further consideration" of its Petition be made forthwith and that the Petition no longer be " held in abeyance", but rather receive an. immediate and favorable ruling concerning the environmental qualificacion of safety-related equipment.
As requested in the original Petition, we again urge the Commission to Order a contested case hearing to decide the issues of:
- 1) whether the plant should be allowed to operate before demonstration of compliance to the Commis-sion's May 27, 1980 Order is made; ana
- 2) whether PGE is currently complying in' full with the Commission's May 27, 1980 Order; and
- 3) whether the scope of proposed modifications are ad-equate to ensure the health and safety of the public, and whether they will be completed in a timely manner.
