SUMMARY

OF MAY 22, 1981 MEETING CONCERNING THE SEISMIC CAPABILITY OF YANKEE-ROWE INTRODUCTION The purpose of the meeting was to discuss and clarify the provisions of the NRC letter to YAEC dated April 24, 1981, concerning SEP Topic III-6, Seismic Design Considerations.

SUMMARY

After opening remarks, W. Russell outlined the objectives of the SEP regarding Topic III-6. The staff expects to complete its evaluation of licensee seismic analysis methods and issue a safety evaluation by the end of FY 1981. The SER will provide justification for continued operation of each facility until the seismic analyses and modifications have been completed. The staff expected to put out a final site specific spectrum for all plants by June 1,1981, but will continue its review of YAEC spectrum proposals and estimates that its evaluation of the YAEC spectrum will be completed by about mid-July 1981. This effort is contingent upon expeditious submittal of further information by YAEC.

YAEC representatives then discussed several technical issues with NRC i

l consultants from LLL. The following significant points were made:

e YAEC will not take credit for soil-structure interaction.

This is a conservative assumption which will be discussed and docketed in future correspondence.

Inertial effects of the equipment are considered in piping e

system analyses.

e YAZC will use Young's modulus values at the temperature of the piping and equipment, not just the 70'F value.

l e YAEC will combine thermal stresses using the algebraic sum method.

2-June 5,1981 e YAEC will justify the use of 3% damping for piping with an outer diameter greater than 12 inches, e YAEC will be using the ASME code B31.1,1977 edition, in its entirety, e YAEC will evaluate nozzle loads in its calculations.

e YAEC will provide span tables as part of its analyses.

e The soil load factors used by YAEC in its analyses come from original information used in the design of the plant.

e YAEC has determined that stiffening collars on the central two columns of the reactor support stracture are not necessary and will not be installed.

The meeting concluded with a discussion of actions to be taken with regard to seismic support of masonry block walls.

H. Wong will discuss with I&E the matter of transferring responsibilities for masonry. block walls to SEP.
