UNRESOLVED SAFETY ISSUE: SAFFTY IMPLICATIONS OF CONTROL SYSTEMS, TASV,A-47

Dear Dr. Mark:

This is in rest:onse to your letter to Chairman Hendrie dated May 12, 1981 responding to an inquiry concerning the safety implications of control systems.

We fully concur with your recommendations stated in the above referenced letter that increased priority and resources be allocated to the recently designated Unresolved Safety Issue, " Safety Implications of Control Systems"(A-47). The staff is currently in the proce:s of developing a Task Action Plan that will set forth the methodology and the schedules to resolve this Unresolved Safety Issua.

On May 7,1931, the Task Manager for this issue presented to the ACRS a status report on USI A-47 and provided an outline of the proposed activities as envisioned thus far. We anticipate that a final Task Action Plan will be completed by August 31, 1981. We are planning to keep the ACRS Subcomittee, chaired by Dr. W. Kerr, informed of our progress and of the activities that are being planned in order to assure that the Task Action Plan contains the necessary elements that will satisfy our collective objectives. We also plan to provide the opportunity for the Comittee to review and coment on significant results from Task A-47 work at selected intemediate points in the program. On completion of sianificant milestones, we will provide the Comittee with draft reports for their review and coment. We share your views on the importance of a timely resolution of this issue and therefore plan to use considerable contractor resources in pursuing the resolution of this task and thus minimize th) need for staff resources and potential impact on other comi tmer.;.s.

The Task Manager for each Unresolved Safety Issue is the key focal point within the staff for technical direction, management of all tasks in the action plan and for coordinatior, of all efforts connected with the issue. Accordingly, close coordination between the Task Manager for A-47 and the ACRS staff and Subcomittee Chaiman on Control Systems is essential and appears to be well under way.
