This annual summary report of the radiological environmental monitoring fo r program conducted in the environs of the Cooper Nuclear Station (CNS) the Nebraska Public Power District (NPPD) contains summaries of the analysis of radionuclides monitored during 1980.
Samples are collected in the environs of CNS by NPPD and analy:cd by Teledyne isotopes in compliance with the Environmental Technical Specifica-tions, Appendix B of the Cooper Nuclear Station Operating License.
The results of the analysis performed during 1930 are compared with previous studies conducted during 1973 through 1976 and in 1979 by Tcledyne Isotopes. From summaries of the 19SO results and comparisons with data generated previously assessments are made of the observed in-pact of the nuclear plant (CNS) operations on the environment.

STATIONS 01 TO 10 Air filter saeples src collected continuously and changed weekly I at Stations 01 through 10. The filters are shipped to and analy:ed ,
weekly at Teledyne Isotopes for gross beta, gross alpha and conthly for gamna activity (See Tables D-1, D-2).
The gross beta activity (Table A) for the first three quarters of 1980 averaged 0.029 pCi/Cu.M. which is comparable to the lower range ;
of activities nonitored in previous years from 1973 to 1979. For the month of October in the fourth quarter the monthly average of the gross beta activity remained at 0.029 pCi/Cu.M. In November the ,
average increased to 0.062 pCi/Cu.M. and in December the average was j 0.075 pCi/Cu. M. The grand average for the fourth quarter was 0.053 pCi/Cu M.
This increased gross beta activity occurred after the Chinese '
atmospheric nuclear tests of October 16,19S0 and was apparent in areas all over the United States. It becane apparent in samples col-Iccted after October 27 which is consistent with data from other sources. It may be concluded that this increased activity was caused '
by fallout 'from the Chinese nuclear tests and not from the operation of CNS.
The gross alpha activity (Table B) continues low and close to the limits of detection. Gross alpha activity is probably due to alpha emitters found in soil and particulates drawn into the filters.
The following air particulate and charcoal filters were not radio-assayed because they were lost by the airfreight shipper. The package was destroyed and repacked without the filters.

. STATIONS 01 10 10 Charcoal fi'ters used in series with air particulate filters were collected .cekly during 1980 and monitored for radioiodine.
No airborne I-131 was detected except for two measurements at Station 01 which is on site, 500 feet west of the elevated release point. The week of 01/14-01/21 1-131 activity was 0.095 ! 0.019 pCi/Co.51. and the week of 03/03-03/10 it was 0.069 2 0.033 pCi/Cu.bl. No other stations showed any detections of I-131 and all neasurements were similar to those obtained in the previous period of 1973-1979.
The fact that no airborne I-131 was detected in charcoal filters during the fourth quarter supports the fact that the increase in radio-nuclides found in air particulate filters during the fourth quarter were from the Chinese atmospheric nuclear tests and not from any re-Icases by CNS.

STATIONS 01 TO 10
- Air particulate filters are composited for a quarterly gamma spectral analysis. Bery11ium-7 from cosmogenic origins was detected in more than 90% of the measurements.
During the first three quarters of 1980 the only other nuclide detected was Cs-137 in 2 of 10 measurements in the second quarter and 1 of 10 measurements in the third quarter. These activities were low and close to the detection limits.
During the fourth quarter Zr-95 was detected in 7 of 10 measure-ments, Ru-103 in 9 of 10 neasurements and Cc-141 in 6 out of 10 measure-ments. This was measured after the Chinese atmospheric nuclear tests of October 16, 1980.

The average of the gross beta measurements for all stations increased from 0.029 pCi/Cu.M. to 0.069 pCi/Cu.M. during the same period. The I-131 measured in the charcoal filter in series with the air particulate filter remained below the limit of detection.
There was no correlation between the Icvel of activity and the stations- .
close to the plant. This would tend to support the conclusion that the nuclides detected were from the Chinese nuclear test of October 16, 1980 and were not associated with the operations of CNS.

STATIONS 64, 65, 67, 68, 71, 76 Feed and forage, beef producers, are radioassayed for gamma emitters.
Of the eighteen radionuclides listed in Table F-2, detectable quantities '
were measured of Be-7, K-40, Cs-137, and Th-228.
The Be-7 is of cosmic ray origin. The K-40 and Th-228 are of
- terrestrial origin and Cs-137 is a fission product.
The scattered, low level detections of Cs-137 (7 of 84 manitorings at or below the minimum level of detection) reflect the result s observed in air particulate analyses. Thit sugrests that the probable source of these nuclides is atmospheric .fallwr from nuclear tests of pr.st years.

STATIONS 34, 56, 62 - GARDEN VEGETABLES Carden crops and apples are radioassayed annually at harvest for gross beta, Sr-89, Sr-90, elemental calcium and gamma emitters. Detect-abic concentrations of gross beta, elemental calcium and K-40 were moni-tored in each sample and are the usual elements measured in food and garden crops. The results monitored during 1980 duplicate measurements conducted during previous years.
Sr-90 was measured in all samples below the minimum level of detection (2.0 t 0.4 E-03 pCi/gm wet). Sr-90 from fallout over many years is still detected at low concentrations in conjunction with elenental calcium. Ho ever, in the absence of Sr-89 we conclude that the Sr-90 is "old" debris and is not from operations of CNS. Thus the impact on the populatian of any release from CNS is not measurable in food and garden crops.

- Feed and forage samples from nearest milk producers and from commercial milk producers were collected quarterly and monitored for Sr-89, Sr-90, elemental calcium and gamma emitters. The order of magnitude of Sr-90 and calcium was similar in all samples and had similar statistical ranges. They followed closely the results moni-tored in 1973 through 1979.
Gamma emitters Be-7, K-40, Ra-226 and Th-2'28 are of terrestrial origin and similar to monitorings in previous years. There were trace measurements-of Cs-137 (5 of 33 measurements) of fission origin which were seen also in airborne samples. The levels monitored were slightly
'above the minimum IcVel of detection which suggests that fallout from previous atmospheric testing was the source of this nuclide. Thus it has been established that no nuclides which are related to releases from CNS could be ingested by cows from feed and forage and there is no dose impact on the population.

From this monitoring program we conclude that operations of the t CNS have no' impact on the environ =ent for food and feed crops.

WTELEDYtJE ISOTOPES L. FISil (See Tables L-1, L-2) s_Iaytoss sp..__gs Fish samples were analyzed for gross beta, Sr-89, Sr-90 and 18 gamma emitters during 1980. Comparing these results with data moni-tored from 1973 through 1979 there was no significant change of radio-activities.
There was no significant difference between results from fish collected upstream and those caught downstream.
Cs-137 was detected in 2 of 5 samples at levels below the mininun level of detection. These were observed in air particulate samples and are probably attributable to fallout from previous nuclear atnospheric tests.
Since no change during these periods in the radioactivities have been observed, we conclude that no detectabic nuclear plant releases have been ingested by fish samples.

Milk samples from the nearest producers and from commercial producers were monitored for Sr-89, Sr-90, 1-131, Ca(elem) and gamma emitters. No differences of consequence were observed between the samples ecliccted from the two sources.
Strontium-90 and elemental calcium remained at the same activity level as those of samples monitored from 1973 to ',979. The level of i K-40 was the same as previous levels and no Cs-137 was measured above the minimum level of detcetion. Two positive I-131 were detected; one at Station 74 in sample of 11/10 was 0.7210.18 pCi/ liter and one at Station 61 of 12/08 was 0.56 2 0.17 pCi/ liter. These readings were probably attributable to the Chinese nuclear weapons test of October 16,1980 and was observed in several locations throughout the United States in late October, November and December.
Thus we conclude that operations of the CNS had no effect on the milk from the nearest and from commercial producers and thus no dose impact on the population.

STATIONS 11,47 Analyses performed quarterly on groundwater are tritium, gross beta, gross alpha and gamma emitting radionuclides.
l All activity remains statistically the same as during the 1973-1979 monitoring program conducted for CNS. Based on no changes between the 1973-1979 period and 1980 we conclude that CNS did not release any detectable quantities of nuclear plant induced radionuclides. There is 1
- no impact from operations of the CNS on the environment as shown by measurements of radienuclides in groundwater.

. STAT 10.S 12.13,28 River water was collected monthly and r;onitored for gross beta and gross alpha, suspended and dissolved, Sr-89 and Sr-90. A quarterly composite was measured for gamma emitters and tritium. All measure-ments during 1980 were in agreement with those of the period Ic73-1979. Sr-90 measurements were at or below the limits of detection.
These measurements indicate that the river water sanples moni-tored during 1980 contained no detectable CNS plant radionuclides.
Additional verificatica of no detectable releases is the low range of 11-3 activity which was from 270 to 380 pCi/ liter.

STATION 28 AND 35 Rabbit samples were analy:ed for Sr-89, Sr-90 in the fe=ur, I-131 in the thyroid and K-40 by gamma spectroscopy in the nascle. Sr-90 was detected in both samples at activities duplicating the results monitored during 1973 thro ,gh 19i9. Similarly K-40 was reasured at the same activity level as r, ported previously.
The results of the monitoring of raebit samples indicate that no nuclear plant releases were detectable in anical samples resulting from operations cf CNS.

STATIONS 12.13,28 Aquatic vegetation was scheduled to be collected semiannually and measured for gross beta, Sr-89, Sr-90 and gamma emitters. Sanples were not obtained during 1977 and 1979 because of lack of growth. No sar.ple was available in 19S0 at Station 13.
The gross beta, K-40, Sr-90 and Cs-137 measurenent s were somewhat higher than in 1978 but similar in activity to those obtained in 1976.
Radium-226 and Th-228 which are of terrestrial origin were neasured in four of four samples. Manganese-54, Co-60 and I-131, which are of neutron activation origin, were measured at slightly above minimum levels of detect ion. No sanple was available during the fall of 1980 for Station 13. No sarples were available during the sucmer 19S0 collection.
Since the sampling locations are in close proximity (Station 12 is within the site boundaries and Station 28 is within three niles down-strean of the discharge point) it is assumed that these nuclides o or'ginated fron CNS.

STATIONS 01-10,15,18,22,44,58,59 The mean i standard deviation of the quarterly net gamma environ-mental exposures during 1980 ranged from 19.525.2 milliroentgen /90 days to 21.315.9 milliroentgen /92 days. The highest exposure was measured at Station 01 (0.1 mile, 225 degrees) during each of the four exposure periods and ranged from 36.8 mR/91 days to 42.7 mR/91 days. These higher exposures at Station 01 are below the 125 millirems / quarter specified in 10 CFR 20.105.
During 1973 through 1976 Tcledyne Isotopes monitored mean gamma exposures fron 12 mR/90 days to 22 mR/90 days. These exposures are below the 125 mr/ quarter for an unrestricted area. The relationship between milliRoentgens (mR) and millirems (mr) is approximately one for the exposure conditions encountered.
