REPLY TO APPENDIX A 0F NRC INSPECTION REPORT 50-317/80-26; 50-318/80-22 The circumstances leading to this event have been reviewed with the Operations personnel who were involved.

Additionally, all licensed personnel have been informed of the details of this event.

A Facility Change Request has been initiated to change Technical Specification 3.10.5 to require that as a Limiting Condition for Operation, the charging pumps be deenergized and the charging flow paths closed prior to stopping shutdown cooling flow pursuant to this Technical Specification.

It is expected that this proposed change to the Technical Specifications will be submitted to the Nuclear Regulatory Commission no later than May 29, 1981.

Finally, appropriate plant procedures have been changed to en1ure that both the Limiting Conditions for Operation of Technical Specification 3.10.5 and the Surveillance Requirements of Technical Specification 4.10.5, are met prior to stopping shutdown cooling flow to conduct local leak rate testing of penetration number 41.
