SUBJECT:
TRIP REPORT - SOUTH TEXAS PROJECT FEBRUARY 17-19, 1981 During the period Fet,ruary 17-19 a visit was made to the Houston Lighting and Power (HL&P) Corporate Headquarters in Houston and the South Texas Project (STP) site near Bay City, Texas. The purpose of the visit was to gather information upon which to develop SER type input concerning the applicant's management capability and organization for operation of the STP facility for the Comission ordered expedited hearing scheduled to begin in May 1981. Notice of this meeting was sent to all parties on January 15,
.1981.
A list of participants at the meeting is attached as Enclosure 1.
In Houston on February 17, HL&P gave a briefing that covered six general areas, Enclosure 2.
In his discussion of HL&P's management comitment to operate STP safely, Mr. Oprea, Senior Vice President of HL8P, emphasized the importance which he places on his role as the senior corporate officer in charge of HL&P's nuclear program. To discharge and assist him in meeting this responsibility he discussed several o',ersight groups that will be used to monitor plant opera tions. These are: a QA Program Evaluation Committee (Mr. Oprea Chairman);
a Nuclear Safety Review Board (Mr. Goldberg, Vice President for Nuclear Construction and Engineering, Chairman); a Plant Operations Review Committee (Plant Superintendent, Chairman); and a Plant Engineering Safety Group (located at the site and reporting to Mr. Goldberg).
In addition, Mr. Oprea exmphasized his commitment to an "open-door" policy to permit easy access to persons who have questions relative to the safe operation of the plant.
Mr. Goldberg then discussed the status of design and construction of the STP.
His presentation provided construction status and current estimated completion dates. The significant statistics show construction completion of Unit 1 at 60.6%, Unit 2 at 23.2% and overall at 45.5%. He pointed out that work in the nuclear area has been impacted since 1979, largely as a result of NRC investigations reported in IE report 79-19 and its related Show Cause Order of April 1980. Engineering is reported to be 71% complete on Unit 1.
Current Fuel Load Dates (FLD) are 9/83 and 9/85 for Unit 1 and Unit 2 respectively.
However, Mr. Goldberg pointed out that a review of the schedule is being undertaken and scheduled to be completed this summer. This may lead to a change of current FLD estimates.

MAR o g y Operations were covered by Mr. R. Moles, Plant Superintendent, and Mr. B. Duncan, Assistant Plant Superintendent. This presentation covered the operating organization which consists of an Operation Section (6 shif t operation), a Training Section, a Technical Section, and a Maintenance Section, reporting directly to the Plant Superintendent.
In addition, there are two groups, the Radiation Protection Group and Administrative Group, that report directly to the Assistant Plant Superintendent. The current planned staffing levels of each of these sections and groups were presented. A plant specific simulator for training has been ordered. However, until this simulator becomes available, HL&P is conducting simulator training at Zion. Plant procedure manuals are being developed. 1618 procedures have been identified with 129 procedures currently approved.
Mr. Goldberg covered the proposed technical support plan next. This plan calls for on-site technical support capability, off-site (HL&P corporate) support capability in the Houston area, and a capability to call upon consultants for specific and special tasks. 59 people currently are assigned to this group on a full time basis and an additional 39 on a part time basis.
Mr. J. Sumpter further amplified on the technical support plan, covering the role of the Independent Safety Evaluation Group and training plans in further detail.
Mr. R. Frazar then covered the QA program for operations. He emphasized the independent role wnich the QA program will enjoy. The site QA program will come directly under the supervision of the Corporate Q^ Manager in Houston.
It is anticipated that the staffing of the QA organization will be complete by the end of 1981.
Mr. Duncan concluded the presentation with a discussson of the current status of emergency planning. He specifically referred to riL8P's conunitment to comply l
with the requirements deding with a Technical Suppcrt Center, an Operations Support Facility and an Emergency Operation Facilitj. Final plans for those facilities will be determined and provided as NRC criteria are finalized and issued.
On February la and 19, we visited the site to interview some of the key members of the site operating staff that are already on board. The principle contacts were again the plant superintendent and his assistant, R. Moles and B. Duncan, respectively.
In addition interviews were conducted with J. Colston, J. Loesch, G. Parkey, and M. Ludwig. The NRC staff also used this opportunity-to tour the site and continue its review of records in preparation for the forthcoming hearing on QA issues and HL8P management competence and character.
At the exit interview on February 19, we advised HL8P that our impressions were favorable, but that the need for, and role of, a Shift Technical Advisor still needs to be resolved, that documentation of the material presented on February 17 would be required in the form of an amendment to the FSAR, and that if further questions were developed in developing the SER input we would contact HL&P.

The text of the HL&P presentation, along with associated slides was provided to assist in staff review prior to formal submittal as an amendment. We also received a document which compares staffing qualifications against Regulatory Guide 1.8 criteria.
