~his letter is in response to IE Sulle:in 80-15, concerning :he possible loss of emergency notification sys:em (ENS) with :he loss of offsite power.
A review of the INS telephone installation a: M vas conducted in conju-etion with Bell of Pennsylvania personnel.
The INS telephone is a dedicated line leaving M via ::ansmission/ distribution (T/D) carrier equipmen: installed on site.
This installation recuires power supplies be:h at the si:e and at Harrisburg, PA 3 ell facili:ies.
The 3 ell facilities have a ba::ery emergency power syste=.
~he telephone ecuipment, including :he T/D carrier equipment, is fed from a breaker on :he 13 IS Valve Motor Conrrol Center a: M -1.
This control center has safeguards diesel generator backup from the II engineered safeguards bus.
This supply backed up by an ensi:e emergency power source, is considered an ecually reliable pcver supply as a battery and inver:er supply.
During a loss of offsite power, the ENS vould be available af:er a =aximum 10-second delay for diesel start and load acceptance.
Ad=inistrative procedures for each uni: vill be in place prior to Nove=ber 1, 1980, requiring notifica:1on to :he NRC Operations Cen:er within one hour of the :ime one or nore of :he ENS extensions were found :; be inoperable.
A procedure, presently exists for testing :he safeguards diesels.
During i=plementation of thic l
procedure, the entire ES train is supplied power from the safeguards diesels and offsite power is severed.
l The 13 Valve 3us will be supplied power safely fro: :he II safeguards diesel.
Tnis surveillance verifies and records that " block 1" components located on
- he 13 ES Valve Bus do no: trip on undervel: age during diesel load acceptance.
The breaker supplying the T/D carrier te.lephone eculpment vill reac: to under-vol: age conditions in an iden:ical =anner as the IS valve supplied from the 13 IS Valve Motor Con:rol Cen:er.
