Gentlemen:

Millstone Nuclear Power Station, Unit No. 2 Environmental Qualification of Class lE Equipment In Reference (1), as supplemented by References (2) and (3), the NRC Staff re-quested that Northeast Nuclear Energy Company (NNECO) provide information regarding the environmental qualification of Class lE electrical equipment in use at Millstone Unit No. 2.

NNECO responded to Items 1, 2, and 3 of Reference (1) in Reference (4), as supplemented by Reference (5).

t j In Reference (6), NNECO provided information in response to Items 4 and 5 of Ref erence (1) . Reference (6) also outlined the approach by which NNECO intended to disposition the remaining Reference (1) concerns. This approach is dependent upon the acquisition of qualification documentation from the equipment manu-i facturers. NNECO expects that a significant number of the remaining open items l pertaining to equipment qualification can be resolved in this manner.

In Reference (6), NNECO committed to providing the Staff with the following information on or about July 15, 1980.

l e revised equipment qualification sheets. I e equipment lists and available qualification documentation on Class lE electrical equipment located outside containment and only subjected to high radiation levels.

e an action plan describing the means by which any remaining open items, regarding Class 1E electrical equipment qualification documentation, will be resolved.

e equipment lists and available qualification documentation lists for any components identified in the reviews of plant emergency procedures.

In fulfillment of the Reference (6) commitment, NNECO hereby provides Attachment 1, updated and additional electrical equipment qualification work sheets. These revised sheets are intended to replace those originally transmitted in Reference (4) and should be substituted accordingly. Included in Attachment 1 are qualifi-cation documentation work sheets for components located outside containment and only subjected to high radiation levels.

Please note that the following sheets, which have been previously submitted, have been deleted.

34B 63B 39B 65B 42B 73B 45B 79B 48B 93B After further evaluations, NNECO has determined that the equipment described in the deleted sheets is not required to mitigate an accident as postulated in Reference (1).

NNECO is presently scheduling to replace certain solenoid valves and limit switches witi environmentally qualified components during the 1980 refueling outage. This information is noted on the applicable pages of Attachment 1.

Following installation, NNECO will provide the Staff with the required qualifi-cation documentation references.

NNECO has recently completed compiling the equipment lists of components identi-fied in the reviews of plant emergency procedures and is presently determining the level of environmental qualification of these components. This information is not available for docketing at this time; however, NNECO is expediting the effort in this area and intends to docket both the equipment lists and available qualification documentation for this equipment on or about September 1, 1980.

NNECO is currently developing an action plan through which the remaining open items, regarding Class lE electrical equipment qualification documentation, will be resolved.

s' NNECO was represented at the July 14, 1980 Regional Meeting on this issue and is currently formulating an action plan which utilizes the information available as a result of this meeting. It is expected that current plans will be modified to establish priorities consistent with NRC guidance at the Regional Meeting.

For the interiu period, NNECO is proceeding with the approach outlined in Reference (6) and discussed above to resolve che remaining open items.

We trust you find this information satisfactory to concur in the actions outlined above.

Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY
