August 3, 1973 #M to R I23 l The Hor.orable Robert a. Griffin United States Senate

Dear Senator Griffin:

! an calli. 19 public attantion, '. lith paid advertisemants, to tne threat to pu'o iic hesith and saTaty fec.a tha nuclaar raactor haing pian .ed far l!!.! acd, :'!chigan.

ntii sha Tirst ads an (July 9th and lith), the immediata affected public to the Midlanc-Saginaw-aay City area liad not as much as been informed that public evacuation plans are required for nuclear plants.
as t ud e ara tol d c.m sa h weine enct:r: are and, prawably, em Ooold or tharefore concern ourselvas with such problems.

I:uggemed claim or idety ue c,0 :. ora 6:n speculativi a1 paper.

Like the avacuation plao t'ra; cannct, with rnson, he expe tad to

...;rk, .the cacher n ?2ty d?vica (dCCS) in a nuclear rasctor N< never Leen testad. It has, in f3ct, failed in laboratory tests.

I have called attention in my first month's advertising (newspaper, radio, direct mail) principally to the impossibility of evacuat 3n. I will cover other concerns in future advertising. ,

It is my belief that decisions with such potantial public effect must he public decisions. But unless the public and its representatives are informed about the hazards of nuclear power plants, the3 cannot be involved in such important decision making.

I am enclosing a news release and newspaper ad that were included in the July campaign. I hope you will take a few minutes to read this material. It is time to put a stop to construction of nuclear plants in populated areas like Midland. There is, in fact, no location in Michigan that is cut of disaster range of some populated area. It is '

time to ban nuclear olants in this state.

Sincerely,

'l ~ l

tidiand, Michigan. A long-time critic of nuclear pcwer, '.fandall H. Marshall of "apl, ston, itichigan i'as anncunced plans -for an advertisfrg campaign in the Sajia34 '.411ey. .arposa of the 2dvertising is to infnem S33 naw i Valley resident o,
na aeriis of ;he nuclear reactor being p':nned for .'tidland by Consumers Pcwer Ccmpany.

"Tr,o many unanswered questions of safaty ax4:t. And the potantial disaster of a :3rt:os accident is so great, it is Irr?sponsible to sin t to build a nuclear piant in a town the si:2 of Midland or in an ar?a as populated as the Saginaw-Valley," Marshall claims.

Marshall says that the radioactive isotopes produced by a nuclear resctor are the deadliest materials ever produced in mass quantities. He cites plutonium, for example, a by-product of the nuclear fission process, as one of the most toxic substances known to man. Dispersed as fine insoluble particles, one ounce of plutonium represents the potential for'550 million human lung cancer doses.

Plutonium has a life span that requires isolation from the environment for 10,000 human generations.

One of i>arshall's fears is 'that such high-level' radioactive materials will escape into the environment thrcugh a serious plant accident or an accident in transporting. the caterials by truck, rail or plane frcm the plant through population centers.

Ma'rshall says, "lthen so great a risk to public health and safety exists, the public o.ust be given a voice in the decision. Decisions of this type cannot be lef t simply to those who stand to make a buck on nuclear power. But when the public-is not:infor. red of:the risks of having a nuclear plant in their midst, how c. n.they voice their concerns or be party'to any <iecision? That's therrenon for jhis advertising c2mpaign."

TN 2dvertisement's vill start r:nning nexticoth in aeyspaper, cn r$dio and by direct mail in' ne Midlanc-Sagin?.w-Bay City area.

But robody can tell me that people in cities the size of Midland, Saginan and Bay City, in a  ; ..

few see:rds or minutes time, can race cut of town to escase the path of a radioactive mass, i-Nobody can tell re that a family with children in schcol, dad at wrk, rem he-e or shcaping,

see the accidents and traffic frora such desperate mass action blccking the escape roates. **h m

Since the only real protection against a sudden release of radioactivity is to te screwhere d i else -- and since the pecale of the Saginaw Valley are denied that protection because the ,N

f. nearness of the preposed nuclear plant would not leave time to get away -- we have asked 0

'"y nuclear plant has been built. Yet the AEC does not even require final e ergency plans freri Consumers Power until af ter the plant is constructed, j J

Consuraers Fewer has already gambled and lost hundreds of ailllions of dollars on nuclear b power. We pay the cost of those losses in higher electric rates. @1 p

not just the bundreds of tiillions of dollars in plant costs; the gamble includes the {N lives and health of Saginaw Valley residents. ,f C, . , V We have purchased newspaper space for this letter because we believe that citizens have g the right to know the ha:ards of Censumers Power's preposal to build a nuclese reactor ('
