L Enclosed find two copies of Revision 1 to the Semiannual Effluent and Vaste  ;

Disposal Report for January 1 - June 30, 1989, for the Toledo Edison Company j Davis-Besse Nuclear Power Station, Unit No. 1. ,

i Portions of this report that differ from the original (Revision 0), submitted i on August 24, 1969, are marked with vertical revision bars on the outer margins .;

of the affected pages. Revision 1 contains pertinent information on an abnormal  ;

liquid release to the Toussaint River that occurred in late June 1989. At the r time Revision 0 of this report was prepared, this release was still under  !

investigation. In the August 24, 1989, letter that accompanied Revision 0, it k l vas stated that " Toledo Edison believes that a detailed analysis vill show that  !

l the calculated dose to the public resulting from this release is a small '

l fraction of Davis-Besse Technical Specifications limits." This is indeed the  !

I case, as shown in paragraph I on pages A-5 and A-6 of the enclosed [

l- Revision 1. Paragraph I contains all of the information requested on the '

l abnormal release (volume, duration, total activity, and the resultant offsite  !

l vhole body dose) except-the dose calculations. Since the dose calculations vere .!

L performed in accordance with the Offsite Dose Calculetion Manual, they are not  !

l '- included in the attached Revision 1 as the August 24, 1989, letter originally l l specified. However, the calculations are available for review onsite. I All changes in Revision 1 are a reflection of the new dose information from the  ;

l abnormal release to the Toussaint, with the exception of new text on pages B-7 and B-14 of Appendix B. Changes made on page B-14 are typographical corrections ,

and are not related to the abnormal liquid release to the Toussaint. '

The new text on page B-7, Table 6.A. " Solid Vaste Shipped Offaite for Burial or I

Disposal", resulted from a slight change in the calculations performed to quantify the total activity of a June 1989 solid vaste shipment to Barnwell, South Carolina. In Revision 0 of this report, an unrealistically high value for

! an isotope (Cerium-144) used in the calculations led to the conclusion that Plutonium-241 was the predominant nuclide present in the spent resins, filter sludges, evaporator bottoms, and the like, shipped offsite during the first two quarters of 1989. When a more realistic value for Cerium-144 was used to perform the calculation Cesium-137 vas identified as the major nuclide present in vaste shipments during the first half of 1989. The changes made on page B-7 of the attached Revision 1 are not related to the June 1989 release to the Toussaint River.

Very truly your ,
