PROTECTION In Suppionent ateber 1 to the SER, dated Ma'/ 10, 1976, we added the following conclusions to Section G.5.1, " Fire Protection System:"

"As a result of investigations 2nd evaluations presently being conducted by the NRC staff as fire protection system, further requirements will be imposed on tne Davis Ecsse thiit No. I design to further isprove tne capability of the fire protection systea to prevent unacceptable damage that =sy result from a fire."

Gn Septecher 30, 1976, we transmitted to the applicant Appendix A to 3 ranch Technical Position 9.5.1, " Guidelines for Fire Protection for Maclear Power Plants Detected Prior to July 1,1976."

At the ACRS meeting in January, to an inquiry of a nc ber, we stated that Davis desse 1 mots our minir.ua requirements for fire protectica, and that we would review the fire protection progran against Appendix A in an expeditious : anner. Our aim was not to delay fac1 loading and -

power testing dates.

On February 11, 1977, we received the submittal of Davis Besse 1 in answer to our lottor of Septccber 30th. Le submittal decs not contain an adequate fire hazards analysis to be able to determine tne fire pro-tection needs for the plant. The only modifications proposed are (a) installation of kacwool on cable trays, and (b) installation of fusible links on non-alarmad fire doors. ?!any areas, including the cabic spreading room have no fixed fire protection systecs, and none are proposed, or justification given for not providia; ene. iic centacted the utility by phone; however, the applicaat refused to cc==it to r.cetia;;

'Ihe new submittal and the license's lack of commitnent to meeting the Appendix A guidelines do not give us the confidence that Toledo Edison has serious intentions in improving the fire protection progran at Davis Besse 1.

On this b%is, we recormend that the operating license for Davis Besse 1 h6 conditioned with the provisions tnat Toledo Edison increase the lovel of fire protection in Davis Bosse 1 to the levols recommended in Appendix A to STP 9.5.1, or with alternatives acceptable to NRC staff, and the irapicoantation of those changes be cocpleted in a reasonable ti=o frame to be delineated by NRC prior to the issuance of the operating license.
