WASHINGTON, D. C. 20565 October 16, 1989 CHAIRMAN l
l o'
Dr. Andrew C. Kadak President and Chief Operating Officer Yankee Atomic Electric Company 580 Main Street Bolton, Massachusetts 07140-1392
Dear'Dr. Kadak:
i Thank you for your~1etter of August 11, 1989,' supporting.
license renewal for nuclear power plants as a priority : activity' at the Nuclear Regulatory Commission-(NRC).
The Commission agrees that the licensing process should be-straightforward'and focused while'also specifying the issues subject'to review.
Since the mid-1980s, the NRC staff has devoted-substantial. time and resources to identify'and evaluate the complex technical, policy, and legal issues raised by license renewal.
I particularly appreciate your Willingness to assist in the development of a sound licensing process.for license renewal.
As you know, the staff has arranged for a public. workshop to -be held in November of this year to obtain public comments on'the regulatory philosophy and substantive technical issues involved in the license renewal rulemaking, on an appropriate schedule-for developing the final rule, and'on alternatives addressing the National Environmental Policy ' Act- (NEPA)' issues..
You could be of considerable assistance to us by providing us with.your views and the benefit of your experience at that' meeting.
I want to assure you that the NRC will continue to give priority attention to the development of a sound licensing process for license renewals.
Sincerely,.
egh.b Kenneth M. Carr 1
