Dear Mr. Vaden:
This is to confirm the comments made to you and Mr. Edmundson by John McGrath and Robert Doda at the conclusion of the recent radiation control program review.
Based on the results of the review, the staff believes that the Nevada program for control of agreement materials is adequate to protect the public health and safety and is compatible with the NRC's program.
Specific comments and recommendations are listed below.
I would appreciate your review of our recommendations and receiving your comments regarding them.
The training of program staff since the last program review has been excellent and we commend the State's efforts in this regard.
We understand that you are preparing a job performance standard for the position of resident site inspector at the Beatty radioactive waste burial site.
We believe this action is desirable due to the somewhat unique responsibilities of this inspector.
We have enclosed a copy of our letter to Dr. DiSibio in which we recommend that improvements be made in the plan for partial inspections at the Beatty radioactive waste burial site with respect to scheduling and documentation.
Even though we are aware that the initial stages of this plan are just now being developed and implemented, we feel that better definition of the plan is needed so that current inspectir a
status can easily be determined.

m We recommend that State inspectors announce the purpose of their inspection visit on first contact with management at the licensee's
,e facility, if possible.
The licensee should be made aware that an inspection is being made of his operations with respect to licensed y'vg materials and the conditions of his license.
