g 72B ROOSEVELT ROAD GLEN ELLYN, ILLINOIS CM7 May 14, 1960 Docket No. 50-266 Docket No. 50-301 Wisconsin Electric Power Company ATTN:

Mr. Sol Burstein Executive Vice President Power Plants 231 West Michigan Milwaukee, WI 53201 Gentlemen:

We have been requested by our headquarters to arrange for an Office of Inspection and Enforcedent contractor to review the Point Beach emer-gency operating procedures during the week of June 9 - 13, 1980. The OIE contractor, Human Pedformance Technologies, is under contract to develop checklists etc. for our use in reviewing emergency operating procedures.

The visit to Point Beach is one of four sites picked at random for a data gathering function and will not result in items of noncompliance being generated or recommendations for revision of procedures.

In addition to the procedure review, HPT personnel will need to talk to your training staff, review the administrative system for development and updating of procedures and be given a walk-through of 5-7 selected emergency procedures. The walk-throughs are the most important part of this effort and will require a member (s) of your operating staff to assist. HPT personnel will be available to witness the walk-through on back shifts as well as day shift, whichever is most conveaient for you.

The individual licensee will not be identified in the final report, but the data collected will be used to provide a composite picture of the emergency procedures that were reviewed.

Copies of the final report, estimated to be issued in April, 1981 will be provided to all licensees that participate.

It is our understanding that the HPT reviewer for this effort is Mr. Meyer (Mike) Weinstein, Social Security No. 097-18-2741.
