Dear Dr. Draper:

Enclosed is a copy of the " Notice of Proposed Renewal of Facility License" which is being filed with the Office of the Federal Register for publi-cation. The Notice relates to your application dated January 3,1980, for a license amendment to renew Facility License No. R-92 for your TRIGA Park I nuclear reactor.

The expiration date for this license was February 12, 1980. Since your application was submitted at least 30 days prior to the expiration date of your license, you have satisfied the requirements of 10 CFR Part 2, Section 2.109, entitled "Effect of Timely Renewal Application." Accordingly, pur-suant to 10 CFR 2.109, the existing license will not be deemed to have expired until the application has been finally detemined.

A preliminary review of your application indicates a detailed safety analysis report but an absence of other facets of the requirements for license renewal.

Before continuing our review, we must receive the additional information.

In general, renewal of your license requires the submission of information that demonstrates the reactor can continue to be operated safely and that the reactor components and systems will be capable of withstanding prolonged use over the term of the renewal. General requirements are provided in Title 10 Code of Federal Regulations (10 CFR), Parts 50, 51, 55 and 73. Enclosed.are specific items that will be reviewed prior to renewal of your license. Also enclosed are examples and guidance documents for use in preparation of your amended application.
