Dear Dr. Pleasonton:

This is to respond to your letter of March 5,1980, addressed to Dr. Joseph M.

llendrie, regarding your concern that a water discharge pemit might be issued to the Louisiana Power and Light Company for the Waterford Steam Electric Station, Unit No. 3 (Waterford-3) without addressing or evaluating the impact due to possible radioactive materials in these discharges.

The NRC has previ-ously responded to your concern in a letter to Congresswoman Lindy Boggs, dated April 7,1980. A copy of our previous response is enclosed.

The pennit of concern would be issued by EPA and does not authorize opei tion of the nuclear facility. Therefore, there will be no radioactive waste generated that could be discharged as a result of issuing the water discharge pemit.

Waterford-3 is presently in the operating license stage of review.

In this review, the Nuclear Regulatory Commission staff will evaluate the final safety analysis report and the environmental report submitted by the Louisiana Power and Light Company in support of its application for an operating license for the Waterford-3 Station. This evaluation will include the monitoring and con-trol procedures and equipment for reducing radioactive materials in liquid and gaseous effluents from the plant as well as the radiological impact to the station environs due to these discharges.

Appendix I to 10 CFR Part 50 contains the dose objectives to be used in the design of radioactive waste systems to meet the requirement of as low as reasonably achievable (ALARA) for the plant dis-charges. Should op. ation be authorized, the operating license will contain radiological effluent Technical Specifications which will limit the radioactive discharges fran the Waterford Steam Electric Station, Unit No. 3 to those specified in NRC reg lations.
