o Appendix A NOTICE OF VIOLATION Commonwealth Edison Docket No. 50-295 Company Docket No. 50-304 Based on the inspection conducted on May 25-27, 1980, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. Items 1, 2a and b below are infractions and item 2c is a deficiency.

1.

Section 1.3.c of Appendix B. Technical Specifications, requires that the pH of all effluents discharged into the contenser cooling water system shall be in the range of 6-8.

Contrary to the above, on October 26, 1979, and December 27-29, 1979, the licensee discharged effluents having pH measurements in excess of the range of 6-8 from the Waste Water Treatment Fucility to the condenser cooling water system.

Section 6.2.A.7 of Appendix A, Technical Specifications, requires that detailed written procedures including applicable checkoff lists covering surveillance and testing requirement shall be prepared, ap-proved and adhered to.

a.

Contrary to the above, the licensee failed to standardize the sodium hydroxide solution used in the boric acid titration on two occasions (March 6 and May 23, 1980) in accordance with chemical procedure ZCP-23.

b.

Contrary to the above, the licensee failed to conduct the required analysis of certain conductivity of the reactor and secondary coolant on seven occasions during April and May 1980, in accordance with ZCP-213.

Contrary to the above, the licensee failed to provide docu-mentation that the required gas bottle surveillance had been conducted for January and February 1980, in accordance with ZCP-216.
