MANPOWER REQU:'iEMENTS FOR OPERATING REACTORS - DAVIS BESSE UNIT NO. 1 We are enclosing a document entitled, "Manpcwer Requirements for Operating Reactors." !!e are using the bases given in this document for allowing the sharing of duties to meet minicum staffing requirements for fire brigades at nuclear power plants. This is being provided for your guidance in meeting NRC requirements in this area.
By letter dated April 11, 1978, you objected to a requirement for a minirum fire brigade size of 5 being incorporated in the Technical Specificaticns for Dcvis Besse, Unit No.1. We request that you review the enclosed guidance in regard to the use of personnel on the operating staff and security forca in manning the fire brigade and inforn us by letter within twenty days whether you continue to object to cur position on minimum fire brigade size.
