Dear Mr. O'Reilly:
This facsimile confirms the conversation between Mr. J. M. Brown, Operations Manager, and Mr. R. C. Saver, of your office, at 1600 on June 11, 1980, con-carning an immediately reportable event per IE Bulletin'79-01B, Item 6. Mr.
R. Hardwick, of your office, is aware of this report as a result of his being on site for a review of the Brunswick Steam Electric Plant's forty-five day submittal in response to IE Bulletin 79-01B.
While performing the required inspections per IE Bulletin 79-01B, it was determined that documentation does not exist to prove that the splices connecting the Automatic Valve Company solenoids' pigtail leads on the safety-relief valves B21-F013(A-L) to the nuclear grade power. cables to those valves are environmentally qualified. Since the documentation does not exist that would prove them to be qualified, arid since a visual inspection of several of those splices indicates that they might not be nuclear grade qualified splices, we consider them to be nonenvironmentally qualified. Engineering is now eval-uating the splices and corrective actions will be developed before either unit is started up from its present refueling outage.
