Dear Mr. O'Reilly:
Alabama Power Company submits the following response to I.E.Bulletin 80-06 Engineered Safety Feature (ESF) Reset Controls dated March 13, 1980, for Joseph M. Farley Nuclear Plant Units 1 and 2.
Item 1 Review the drawings for all systems serving safety-related functions at the schematic level to determine whether or not upon reset of an ESF actuation signal, all associated safety-related equipment remains in its emergency mode.
Response
All safety-related components actuated by any type of safety signal generated by the solid state protection system and provided with retentive memory and manual reset capability have been reviewed at the schematic / elementary diagram level. The purpose of this review was to determine whether or not, following the reset of any of the safety actuation signals, all associated safety-related equipment remains in its emergency mode.
The five types of safety actuation signals provided with retentive memory and manual reset are as follows:
1.
Safety injection 2.
Containment isolation phase A 3.
Containment isolation phase B h.
Cont,ainment ventilation isolation 5
Containment spray A separate reset pushbutton, located on the main control board, is uniquely dedicated to each of the above signals in each of the two redundant trains.

Mr. James P. O'Reilly June 12, 1980 During this review, three situations were identified in which the reset of the safety signal will result in changing the equipment status.
1.
The motor driven auxiliary feedwater pump discharge valves are remotely controlled with a three position (open, close, modulate) maintained contact switch. With the switch in the modulate position, under a safety injection signal the valve will go full open. After resetting the safety injection signal the valve will return to the modulate mode' at the pre-safety injection manual controller position.
The only time during normal operations the switch is placed in the modulate mode is for plant start-ups, shutdowns, and surveillance testing. While in the modulate position, the valve could be modulated to a position other than full open.
To ensure while in the modulate position the discharge valve remains open after reset of the safety injection signal, operating procedures will be modified to instruct the operator to place the switch from the modulate to open position upon receipt of a safety injection signal.
Existing procedures instruct the operator to place the switch in the modulate position and throttle flow after the safety injection signal is reset.

Containment post-LOCA air mixing fans are supposed to automatically start five minutes after receiving a safety injection signal.
If the safety injection signal is reset prior to the completion of five minutes, the fans will not start.
The starting circuitry of the fan will be modified so that upon receiving a safety injection signal the fans will start even if the safety injection signal is reset prior to five minutes.
3.
With the containment purge damper switches in the mini-purge or full purge position, all containment purge isolation dampers will close upon receipt of a containment ventilation isolation signal.
Following the reset of the containment
(
ventilation isolation signal, the corresponding dampers will reopen. The' control circuitry of the containment purge isolation dampers will be modified so that upon reset of the containment ventilation signal the dampera vill not reopen.
The containment post-LOCA air mixing fan and the containment purge isolation damper modifications will be implemented for Unit 1 during the upcoming refueling outage and before fuel load for Unit 2.
The Unit 1 refueling outage and the Unit 2 fuel load is scheduled to begin in September 1980.

O'Reilly June 12, 1980 Item 2 Verify the actual installed instrumentation and controls at the facility are consistent with the schematics reviewed in Item 1 above by conducting a test to demonstrate that all equipment remains in its emergency mode upon removal of the actuating signal and/or manual resetting of the vr_rious isolating or actuation signals.
Provide a schedule for the performance of the testing in your response to this Bulletin.
Response
A test will be performed to demonstrate that the installed instrumentation and controls are consistent with the schematics /
elementary diagrams reviewed in Item 1.
The test will also demonstrate that all equipment reviewed in Item 1 will remain in its emergency mode upon removal of the actuating signal and/or manual resetting of the various isolating or actuation signals.
The Unit 1 test will be conducted by the completion of the upcoming refueling outage scheduled to begin in September 1980. The Unit 2 test will be conducted prior to fuel load scheduled for September 1980.
Item 3 If any safety-relate.d equipment does not remain in its emergency mode upon reset of an ESF signal at your facility, describe proposed system modification, design change, or other corrective action planned to resolve the problem.
Response

emergency mode upon reset of a safety actuation signal during the upcoming tests, the corrective action to resolve the problem will be identified in a revision to Alabama Power Company's I.E.Bulletin 80-06 response.
