A ATTACllMIINT TO IJiR-78-081/031.-0 During normal operation, while performing Operations Surveillance Test F-ST-2il titled LPCI Subsystem Logic Functional Test, the circuit breaker for RilR pump 10-P-3C would not " charge". Since the circuit breaker would not charge it could not close and thus render:d the pump inoperable which is contrary to Technical Specification Appendix A, Pa ragraph 3.5. A. 3. In accordance with speci fication 4.5. A.3.a. testing of other ECCS components was initiated immediately and investigation into the cause of failure was initiated.

Investigation disclosed that a control power fuse holder for tlw pwnp circuit breaker was bent (apparently due to being dropped) and not making contact. The fuse holder clip was straightened and the pump verified operable by completing surveillance test F-ST-211 and the testing of other liCCS components was terminated.
