Dresden Unit No. 2 As a result of a ventilation system malfunction that damaged several bl~owout panels, thereby breaching the Reactor Building (secondary containment), on February 2,1979, Dresden Unit No. 2 was taken to a cold shutdown cor.dition as required by the Technical Specifications.
Commonwealth Edison (Ceco) proceeded to seal off the refueling floor

from the remainder. of the Reactor Building so that 'a negctive pressure could be naintained in those regions of the Reactor Buildin" other than the refuelina fl oor. Because of the anticipated local weather conditions and need for power, CECO requested a technical specification change that would permit reactor operation for a limited time. An emergency Technical Specification change was issued for Dresden Unit No. 2 at 3:00 p.m.
on February 4,1979 to allow the plant to startup and operate for 22 hours2.546296e-4 days <br />0.00611 hours <br />3.637566e-5 weeks <br />8.371e-6 months <br /> provided that a nega.tive pressure of 0.2 inches of water is maintained over all regions of the Reactor Building except for the refueling sfloor.
At 8:00 a.'m. on February 5,1979, CECO reported that they had repaired the hole and were preparing to test the entire secondary containment to demonstrate co,ntainment integrity.
Trojan By Memorandum and Order dated January 30,1979 ( ALAB-524), the Atomic Safety and Licensing Appeal Board denied the requests for stay of the ASLB's Partial Initial Decision which allowed interim operation of Trojan pending completion of modifications to strengthen the Control Building walls.

, Fort St. Vrain Problems were experienced with two FSV boiler feed pumps.
Investigations revealed some damage to the first-stage section of the volute and the first-stage /second-stage seal ring. According to the Technical Specifications, reactor power was reduced to below 2%.
Preliminary evaluations indicate that the damage to the first-stage /
second-stage seal ~ ring (a result of improper material selection) allowed excess flow to be diverted back to the first-stage. This excess flow put the first-stage off the pump head curve, resulting in cavitation damage to the first-stage volute.
PSCo estimates that repairs will be complete by February 18, 1979.
However, it does not appear feasible to return the reactor to power prior to the scheduled refueling outage date of March 4,1979. Therefore, PSCo intends to start the refueling outage on February 19, 1979 k

Decommissionina:
The fourth in the series of decommissioning technical reports has been received from the contractor, Battelle-PNL, and will now be' published.
It is NUREG/CR-0129, " Technology, Safety and Costs of Decomissioning a Reference Small Mixed 0xide Fuel Fabrication Plant.". Previously published were an annotated bibliography and reports covering a pressurized water reactor and fuel reprocessing plant.

Meetina with State of West Vircinia: On February. 6,1979,-
representatives of SD met with representatives from the State of West Virginia Governor's Office of Economic & Community Development and representatives from Munchener Apparatebau, a West German manufacturer of radiation instruments. The German company is apparently considering establishing a manufacturing facility -in West Virginia, so the Governor's Office requested the meeting so that they could get information on NRC's current standards and requirements relating to radiation detection, releases of radiation, occupational radiation expo ~sure, etc. and any available information on possible future requirements.

National' Institute for Occuoational Safety and Health (NIOSH)
Meeting in Boston, Massachusetts, January 30, 1979:
On January 30, 1979, several memoers of the Radiological Health Standards Branch attended a NIOSH-sponsored meeting in B~oston, Massachusetts. The meeting was held to discuss ongoing epidemiologic studies of workers at the Por.tsmouth Naval Shipyard (PNS). NIOSH is conducting a retrospective cohort mortality study of some.25,000 workers, and expects to complete it within the next two years.
Drs. Najarian and Colton, who published the study which originally linked purported excess cancer mortality with employment at PNS, are continuing their investigations independently of the NIOSH effort.
The results of these studies may help in better understanding the effects of exposure to low-level ionizing radiation.

Penalty Action - On February 8,1979, the Commission received a

The proposed civil penalty was based on nine alleged items of noncompliance, seven of which were associated with the radiation

. sand derailed in Atlanta, GA, causing the trailers to overturn TEIT in a railroad fillsection. One truck trailer ruptured spilling some of the sand.
The sand was enroute to W. R. Grace Co. from i.J; abroad. The sand was reloaded into two other truck trailers and the loose sand and residual contamination was loaded into drums by representatives of W. R. Grace Co. The shipment continued to EEEE TZZ1 the consignee.

' The licensee and his consultants conclude that the radiographs show that the welds meet ASME Section III Code requirements.
Three of four IE people, including a consultant, conclude that the radiographs demonstrate that the. welds are rejectable under the Code. One IE reviewer interprets the radiographs to show Code acceptance.
Notwithstanding their. disagreement on Code acceptability, all of the IE reviewers have concerns for the ability of the welds to perform in service over time. Accordingly,.
IE is informing the utility that IE cannot now conclude that the welds meet 'the ASME Code and that resolution of the issue must be directed toward the safety concern for service.
Lead office for resolution will be the Office of Nucelar Reactor Regulation.

PNS-79-09 Nine Mile Point Unit 1 - Unrestricted Access to Protected Area - An NRC inspector gained unrestricted access to the protected area. When the inspector informed the licensee about the. incident, the licensee took immediate corrective action related to the security faults. A safeguards inspector has been dispatched to the site to determine the adequacy of the licensee's corrective actions and to detennine if other deficiencies exist. The licensee has issued a press release.

PNO-79-19 H & H X-Ray Service, West Monroe, Louisiana - Lost or Stolen Sealed Radiation Source - On the same day the source was discovered missing, two Yukon city employees found the camera with source along a road in Yukon, loaded it aboard their truck and stored it overnight. The following morning the city employees took the camera to the police station. The camera and source were intact.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING FEBRUARY 9, 1979 INTERNATIONAL COOPERATION Discussions on the Super Sara Project Representatives of RES and IP met with Mr. Contzen, Director of Programs for the Joint Research Center of the CEC, and Mr. L. Massimo, First Secretary of the Delegation of the CEC to the U.S. to discuss the status of the Super Sara Project.
Recently, the Italian gover nment approved funds in the amount of $18 million for support of the Project. However, the Advisory Committee for Reactor Safety Program Management of the JRC recently expressed doubt about the return of investment for this fuel LOCA experimental program. The. ' EXPORT / IMPORT AND INTERNATIONAL SAFEGUARDS U.S. International Safeguards Upgrade Action Plan Workino Group NRC representatives (Ken Cohen, IP; Ted Sherr and Ben Easterling, NMSS)
- attended a meeting of the U.S. Action Plan Working Group on February 6, at the State Department, to review and approve the Group's draft progress report and associated transmittal letter.

2 Group Chairman, will prepare the report in final form and forward it to Louis Nosenzo, the Chairman of the Interagency Steering Group for Inter-national Safeguards. Copies of the report will also be forwarded to the NRC representatives, who will in turn provide copies to the Commission.
The NMSS-prepared draft milestone charts which were previously distributed to the Group were discussed briefly.
It was agreed that the Working Group should endeavor to complete the charts and return them to NMSS by February 15 so a complete' set of charts could be compiled and redistributed in time for a detailed discussion at the next scheduled Group meeting on March 13.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING FEBRUARY 9, 1979 State Acreements The Nevada radiation control program will be reviewed during the week ~of February 20, 1979.
Emeraency Precaredness Review of the Iowa Radiological Emergency Response Plan has been comple.ted by the Federal Interagency Regional Advisory Committee in Kansas City.
They have recommended that NRC concur in Ehat plan.
This action is anticipated in early March.
Procram Develorment On February 6, 1979, Mr. Schwartz participated in the DOE briefing of NRC personnel on their program plan for high level waste disposal.
Most of the presentations were made by Battelle-Columbus, th e principal DOE contract for dhis program.
Although this was a public meeting, wide notification was not made, consequently no members of the public or officials from the States were present.

OFFICE OF THE CONTROLLER ITEMS OF INTEREST Week Ending February 9, 1979 OP.B ALLOWAUCE FOR FY 1981 The Commission received the annual OMB allowance letter which provided plann.ing estimates for FY 1981 of $376.9 million for budget authority and S348.9 million for outlays.
In regard to these planning estimates the guidance is: "No deviations should take place unless approved by the President or unless the budget authority amounts are required to be changed because of circumstances beyond your control."
CONGRESSIONAL BUDGET HEARINGS On Monday, February 5, 1979, initial FY 1980 budget hearings were held by the Senate Committee on Environment and Public Works, Subcommittee on Nuclear Regulation. Additional budget hearings before this Subcommittee are tentatively scheduled for late March.
