Dear Mr. Cooper:
Pursuant to a Department of State request, enclosed please find a letter dated March 8, 1979 from U.S. Radium Corporation (USR) which provides a clarification of the various end uses and end users of the tritium requested in export license application XB001014 to Condition 2 countries.
Some of the material because of the end use can actually be exported under NRC's general licensing authority; however, the applicant still requests this license to cove all of the various end uses.
Please note that USR also includes an amendment to increase the amount of material from 20,000 curies of material, with a limit of 5,000 curies per year, to 80,000 curies of tritium for a two-year period, with a limit of 10,000 curies per quarter.
Before taking action on this license amendment, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the issuance of the requested license amendment would be inimical to the interests of the United States, including the common defense and security.
