Dear Dr. Smith:
As discussed with Mr. Dan Hill on April 3, 1979, we must reject your submitted documentation to date concerning the project, " Safeguards

Use of Process Control and Quality Control Data" (A 1154-8). We have determined that the piece-meal approach to completing and correcting the three draft final volumes submitted on March 13,15, and 21,1979 is not the most effective method of producing acceptable reports since the additional documents submitted with your ietter of March 30, 1979 are also, by casual observation, incomplete.
We request that you withhold the submittal of any further sections and chapters, and that you resubmit the three draft final documents in their entirety for our review.
Please advise Mike Smith of my staff as to the schedule for resubmittal.
