SUBMISSION OF THE STATE OF ILLINOIS IN RESPONSE TO ORDER OF JANUARY 8, 1980 The State of Illinois, Intervenor, by WILLIAM J. SCOTT, Attorney General of the State of Illinois, submits the Affidavit of Robert Anderson, appended hereto, addressing the issues raised in the January 8, 1980 Order of the Atomic Safety and Licensing Board.

Dr. Anderson has concluded that the presence of stagnant water in the Zion spent fuel pool and in the proposed vented fuel storage tubes may result in corrosion of structural welds.

Ac-cordingly, he recommends a rack inspection and repair program that should be maintained throughout the life of the racks.

The State of Illinois requests that should the Board grant to Applicant the license sought in this proceeding, a rack 1949 287 A

inspection and repair program as outlined by Dr. Anderson be in-cluded as a condition of that license.
