SUBJECT:

J-R CURVES FROM HEDL AND NRL FOR IRRADIATED WELDS 61W, 62W AND 63W (INPUT TO A-ll)

A preliminary review of the test data in the September 1979 HEDL and NRL submittals has been completed. This initial review concentrated on the J-R curves obtained for irradiated welds 61W, 62W and 63W. The J-R curves provide input to assist in the completion of NRR Task Action Plan A-ll.

While an evaluation of all the data contained in the HEDL and NRL reports is not complete, the following comments ar.d requests should be addressed at this time to ensure timely completion of A-11.

The J-R curves submitted by HEDL are constructed using a bilinear relationship.

'NRL used both bilinear and curvilinear relationships to obtain various material parameters associated with the J-R curves. Although bilinear relationships often provide accurate representations of material parameters, such as J and T

a review of the irradiated weld data indicates that a curvilinear 'C 7

r@iktionship is better suited to meet the needs of A-11.

A curvilinear relation-ship is desirable because, for the materials tested, tne anticipated A-11 toughness criterion, T often is not well represented in our range of interestbythebilineNr,elationship.

By copy of this memorandum, it is requested that RES obtain from the contracters, or perhaps from the RES probabilistic analysis staff, best fit curvilinear J-R curves for the HEDL and NRL experimental data.

If available, standard statistical data fit packages should be used to define curvilinear J-R curves that have an explicit analytical representation with functional form J = f( a).

If standard statistical packages are not readily available, then simple graphical estimates of curvilinear J-R curves (similar to those already provided in the NRL report) should be obtained from the HEDL data.

It is suggested that caution be employed when using the HEDL data to construct the curvilinear J-R curves. The HEDL da s at J levels less than 500 in-lbfin' appear to have larger than desirable scatter and consideration should be given to discarding the HEDL data points below J values of 500 in-lb/in' when constructing the curves, 1229 212 7910300 3 7 /
