SUBJECT:

ALTERNATIVE REQUEST PERTAINING TO DRY SHIELDED CANISTERS EQUIPPED WITH BORAL NEUTRON ABSORBER PLATES - ACCEPTED FOR REVIEW

Dear Mr. Libra:

By letter dated April 8, 2019, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19127A247), as supplemented August 8, 2019, and August 27, 2019 (ADAMS Accession Nos. ML19224A052 and ML19239A256 respectively), Exelon Generation Company, LLC requested approval of a one-time alternative for the Limerick Generating Station, Units 1 and 2 Independent Spent Fuel Storage Installation pursuant to Standardized NUHOMS Certificate of Compliance (CoC) No. 1004 Renewed, Amendment No.

14, Technical Specification 4.1 to use two Dry Shielded Canisters equipped with BORAL neutron absorber plates that were subject to different acceptance testing requirements than those specified in CoC No. 1004 Renewed, Amendment No. 14. The U.S. Nuclear Regulatory Commission staff performed an acceptance review of your application and determined it contains sufficient technical information in scope and depth to allow the staff to complete a detailed technical review.

We have established a schedule for the review and estimated that the staff may need approximately 300 hours0.00347 days
0.0833 hours
4.960317e-4 weeks
1.1415e-4 months
to complete its review. The schedule allows for the staff to issue a request for additional information (RAI) in November 2019 and, if a second RAI is not needed, approval of the alternative request in February 2020, based on you responding to the first RAI in December 2019. In general, no additional changes to the application should be submitted except for changes resulting from your response to a RAI. Please reference Docket Nos. 50-352, 50-353, and 72-65 and EPID L-2019-LLA-0071 in future correspondence related to this action. If you have any questions regarding this matter, please contact me at (301) 415-6877.

Sincerely,

/RA/
