Dear John:

In your letter to me dated April 26, 1979 you discussed the schedule for providing inputs to flRC's Draft and Final Eavironmental Statements (DES, FES) for the flew Haven r.uclear project.

I agree that the schedule in the joint agreement calling for an FES issue date of January 1980 is very tight.

Chairman HenJrie did sign a letter to Chairman Zielinski on April 24, 1979 in which he agreed to Chairman Zielinski's prcposal to conduct joint hearings on issues of mutur.- interest. Subsequently, the staffs filed a joint motion on April 27,1975

.a a the joint hearing body proposing a Protocol for the conduct of the hearing cad a relaxed schedule that calls for the issuance of the FES in early August 1980.

In order to establish the internal fiRC approved schedule for the review of this applicatior,I am developing the schedule based on an August 1, 1980 issue date for the FES.

In doing this I :im assuming that the joint hearing bedy will approve the schedule proposed in the joint motion of April 27, 1979.

It is my intent to have the schedule sufficiently well developed to discuss it witii you during the pre-hearing conference in Oswego on May 22-23, 1979.

I would also like to discuss the impact on the DPS staff if the joint hearing body does not approve the more relaxed schedule. Specifically, will the need to concentrate the DPS staff effort on the Article VIII proceding adversely affect your ability to provide support for the fiRC's DES and FES?
