ISSUANCE OF LETTER AUTHORIZATION TO CORRECT OPERATING PROCEDURES FOR THE MODEL NO. BEA RESEARCH REACTOR PACKAGE

Dear Mr. Noss:

As requested by your letter dated July 31, 2019 (Agency Wide Documents Access and Management System (ADAMS) Accession No. ML19217A124), pursuant to Title 10 of the Code of Federal Regulations Part 71, Condition No. 6 in Certificate of Compliance No. 9341 for the Model No. BEA Research Reactor package is amended to incorporate the revised operating procedures submitted with your letter. All other conditions of Certificate of Compliance No. 9341, Revision 7, (ADAMS Package Accession No. ML19038A094) shall remain the same.

This authorization expires on September 30, 2019.

In support of this request, OFS submitted 5 revised pages for its operating procedures.

OFS submitted Revision No. 11 of the safety analysis report (ADAMS Accession No. ML18044A148) for the BRR package to support addition of Cobalt-60 as authorized contents.

In this application, OFS added a number of operational steps in the operating procedures; however subsequent references to renumbered steps were not accounted for, therefore references to some steps and sections were not correct. In this request, OFS corrected the step references in this application. OFS did not make any other changes to the operating procedures in this request. These changes are administrative in nature and do not affect the ability of the package to be operated safely.

All other conditions of CoC No. 9341, Revision 7, (ADAMS Package Accession No. ML19038A094) shall remain the same.

A one-time letter authorization has been granted to authorize shipments using the operating procedures references in Condition No. 6 in CoC No. 9341 as modified by OFS submittal dated July 31, 2019. The staff agrees that the change does not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations Part 71.
