Gentlemen:

Your attention is invited to the attached letter dated October 26, 1979, subject: Requested input on reopening Unit I hearing.

No answer was received.

Our representative did attempt to attend the advertised hearing on November 16, 1979. The hearing was apparently cancelled. It is requested that the attached Township Resolution be accepted and entered as evidence of Londonderry Township's official statement on the reopening of TMI - Units 1 and 2.

The citizens of this township feel that the time has come for the NRC to take positive steps in cleaning up the contamination problems within our municipal boundries. We regret that as of this date we have not seen suitable plans and/or decisions toward effecting this goal.

RESOLUTION We, The Governing Body of Londonderry Township, Dauphin County, Penn-

.y sylvania hereinafter list certain stipulations as prerequisites to future

_ operations of the Nuclear Industrial Facility located within our Township (i. e. Three Mile Island).

In recognition of the fact that all decisions regarding the operation of aforemontioned facL1lty are pre-empt ed by ther Fadoral Covarnment agency (Lon) e we address our resolution and its stipulations to:

1.

The President of the United States of Amerlea 2.

The Congress of the United States of America 3.

The Pronident's commission on Three Mile Island 4.

The Commissioners of the Nuclear Regulatory Comission 5.

The Governor of the Comonwealth of Pennsylvania 6.

The President of Conural Public Utilities Be it resolved that the Industrial Plant comonly known as TMI-Unit One and Two should not be reopened until:

The President's Comission 1.

The President's Commission on Three Mile Island has rendered its final report and recommendations.

Safe Operations 2.

Safe Operation is assured by having:

Waste Disposal 5.

The Safe Containment, Disposal or Removal of all present radioactive waste from Londonderry Township is accomplished and plans are devised for safe transportation of any future waste.

Communications and Evacuation 6.

An effective Communication Network is established to notify the Public and appropriata Governuisant al Euiergency Heaponso Purmonna t in the event of eithor a malfunction or planned radioactive release that may effect the safety and healt of Londonderry Towr. ship Citizens.

7.

An Evacuation Plan is accomplished, published and coordinated with Emergency State Response Personnel and a standard evacuation signal is developed Financial _Respons_ibili_ty 8.
