Subject:

Unplanned Release of Radioactive Material at Three Mile Island through the Plant Vent from the Auxiliary Building

Dear t'r. C'Drilly:

This telegram is to confim the conversation betwen Mr. Bert Davis (Region 1-hRC), and J. J. Colitz, TMI Unit 1 Superintendent, at 1130

. cn September 23, 1975.

On 27 September between 1523 and 1600 an inadvertent release of radio- .

active material occurred over a period of appmximately 37 minutes.

The inadvertent radioactive material release occurred due to the lifting of CH 'i57A relief valve w5f ch was caused by leakage through check valve

. DH-Vl4A while in the decay heat certoval operating mode.

Analysis of the radiation effluent monitor (RNAS) recorder charts and lccal Auxiliary Building sa oles indicated the radioactive material released v3s predeninately 133Xe (IC'M), and that the instantaneous ncble gas release rate was 1.82x103 M3 /Sec. which is belcw the tec.' nical scecificatica limit of 1.2x105 M3/Sec. The average release rate over the 37 r:inute pcried of this release was 1.19x103 M3/Sec. with a total release of ncble gas of .792 curies.
