Dear Mr. Cochran:

This is in further response to your letter dated July 6,1979, in which you requested, pursuant to the Freedom of Information Act, all documents generated or utilized by the Task Force on Safeguards Policy and any subsequent information developed by the NRC pertaining to recommendations of the Task Force.

The enclosure to document 1 of Appendix A is a draft of the Report by the Task Force on NRC Safeguards Policy.

The document reflects the Task Force's delibera-tions and opinions and portions are classified pursuant to Executive Order 12065.

The enc'osure is being withheld from public disclosure pursuant the Exemptions (1) and (5) of the Freedom of Information Act (5 U.S.C. 552(b)(1) and (5)) and 10 CFR 9.5(a)(1) and (5) of the Commission's regulations.

The non-exempt cover memorandum is being placed in the Public Document Room,1717 H Street, N.W.,

Washington, DC.

Pui suant to 10 CFR 9.9 of the Commission's regulation's it has been determined that the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest.

The persons responsible for this denial are the undersigned and Mr. William J. Dircks, Director, Office of Nuclear Material Safety and Safeguards and, with respect to certain portions of the document, Mr. Raymond J. Brady, Director, Division of Secu ri ty.

4 This denial may be appealed to the Conrnission's Executive Director for Operations within 30 days from the receipt of this letter. As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U. S. Nuclear Regulatory Commission, Washington, DC 20555 and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."
