A clarification call requested by NRC staff was held on May 10, 2018, with the Xcel Energy (XE) to seek clarification on responses to a request for additional information (RAJ # 1) in regard to the Monticello Exemption request for DSCs 11-15.
NRC staff requested clarification on the following (refer to ML18121A250 for list ofNRC questions discussed during the call).
XE provided following responses:
RAJ M-1: XE provided clarification that Section IX of the ASME code does not require a weld procedure qualification record (PQR) to identify which weld procedure specification(s) (WPS) are supported by the PQR. A WPS is required to identify the PQR. Based on the clarification provided, NRC staff is not requesting supplemental information for RAI M-1.
RAI M-3: XE provided clarification that a minimum weld design thickness of3/16" was used for all downstream calculations for DSCs 11-15. Based on the clarification provided, NRC staff is not requesting supplemental information for RAI M-3.
RAI M-4: XE agreed to supplement the RAI M-4 response to clarify "rework" vs "repair" or "conditioning" for DSC 12, specifically in regards to layer 2a and 2c. In addition, NRC staff had a follow-up question requesting XE to describe what is a "hot pass" in of the response to RAI M-4? XE agreed to include the description of a hot pass in their supplemental response.
RAI M-5: XE agreed to supplement RAI M-5 response to provide clarifying language for the inconsistent use of "repairs" versus "rework" or "conditioning" of welds. XE can address each instance of apparent inconsistent use, or provide a high level clarification that generically cleans up what was intended to be said.
RAI M-6: XE provided clarification to the 1st clarification question for RAI M-6. Regarding the 2nd clarification question:
Structural Integrity Associates (SIA) previously had technical difficulties viewing the general area video of DSC 12. However, during this call, NRC became aware that XE revisited the historical video files and was able to resolve the technical difficulties enabling XE subject matter experts to view the general area video for DSC 12. XE agreed to provide a summary of the restored video to NRC as a supplemental response to RAI M-6.
XE has agreed to provide the above identified supplemental information (i.e. RAI M-4, RAI M-5 and RAI M-6) by May 31, 2018 to the 72-58 docket to support the NRC staff's completion of the review of the Monticello Exemption request for DSCs 11-15.
Transmittal of supplemental information should include the following:
