UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 Docket Nos. 50-272 and 50-311 Mr. Steven E. Miltenberger Vice President and Chief Nuclear Officer Public Service Electric and Gas Company Post Off ice Box 236 Hancocks Bridge, New Jersey 08038

Dear Mr. Miltenberger:

March 20, 1990

SUBJECT:

NRC GENERIC LETTER (GL) 89-13, "SERVICE WATERSYSTEMPROB[n.fS ___ -.

AFFECTING *sAFETY-RELATED EQUIPMENT,

11 DATED JULY 18, 1989

{TAC NOS. 74054 AND 74055)

RE:

SALEM GENERATING STATION, UNITS 1 AND 2 By letter dated January 26, 1990, Public Service Electric and Gas Company submitted the first of two required responses to the subject generic letter for Salem Station and committed to recommended actions I, III, and V of GL 89-13.

Your responses are accepted as fulfilling the first requirement of the generic letter for these recommended actions.

In your response to recommended action II, you committed to inspect an initial sample of 25-30% of the containment fan cooler units (CFCU) water boxes instead of all of them.

The staff finds this acceptable, however, the inspection program for the CFCU water boxes should ensure that all the water boxes are inspected over a specified time period. The basis for your sample and time period selected shou1d be documented and retained in appropriate

~

p.ant records.

You stated that you de not intend to perform system verification walkdowns which are part of recommendation IV.

Instead, you stated that as part of your Configuration Baseline Documentation (CBD) Project, walkdowns would be performed only for those situations in which a conflict exists among reference documents or where uncertainty exists during the preparation of the CBDs (which we take to be reports on individual design review items}. A deviation of field configuration from the reference documents would therefore only be identified in the event of an uncertainty and a limited system walkdown performed. Since you have chosen a course of action which is different from that of the generic letter, a justification that the alternate program shows the heat removal capability of the service water system is satisfactory should be documented and retained in appropriate plant records *
