SUMMARY

OF MEETING MELD ON NOVEMBER 5, 1981 HITH THE LICENSEE TO DISCUSS THET LICENSEE'S REQUEST FOR EXEMPTIONS FROM 10 CFR PART 50 APPENDIX R (FIRE PROTECTION)

By letter dated March 19~ 1981 the licensee requested four exemptions from Appendix R.

A meeting on July 23, 1981 was held to discuss the staff's request for further justification for one of the exemption requests,* i.e., the need for automatic fire suppression systems in addition to 1-hour fire barriers.

At the July 23~ 1981 meeting the licensee agreed to allow the staff to review the procedures o;ff future reliability tests before perfonning the tests.

The November 5, 1981 meeting was called at the licensee's request to discuss (1) their procdures for fire tests of typical wrapped cable systems and (2) their outline for an approach to an area by are justification.

A list of attendees is attached.

The licensee began the meeting by stating that the purpose of -a:ts- ~ire test program was to determine the functional operability 1 imits of EPR fosul ated power~ control and instrumentation cables used at Salem when wrapped vrith fire rated materials and subsequently exposed to an ASTM-E-119 fire test p1-'0 profile. The functional operability limits could then be used to establish a pr~ctical time frame in which a protected cable continues to perform its functioo.

The staff quickly pointed out that we are not in a position to evaluate or accept test results based upon modi ffr.'!d standard test procedures. The staff also stated that it would be practica~*ly impossible to assure that the tests proposed by the licensee would be fully representative of the cabling

. configurations found at Salem.

Therefore, the value of any results would be questionable.

As a result of these comments, the actual details of the test procedures were not discussed.

The staff and licensee then discussed an alternate approach to an area by are justification which \\'/ould involve a detailed review of installed and potential transient combustibles. This approach would have to factor in such variables as the size of the area and the location of the cables to be protected.

PSE&G The licensee proposed to develop the details of this approach for a representa-tive area at Salem and provide this infonnation for the staff's review.

For this purpose a follow up meeting was tentatively scheduled for the wee[< of November 16 5 1981.
