Reba M. Diggs, LFMB~ ADM SUBJ~CT: SALEM APPLICATION DATED 11/20/80 Attached is the original of your fee determination (undated and ;unsigned) for the subject application for organizational changes.
Please change the fee determination to indicate whether the application is: (l) a Class III because the changes are not administrative changes,
- but rather involve safety consideration! OR (2) properly classified as a Class II.
My route slip note of 11/24/80 and examples were meant to highlight the position ta:Rer: in the 5/24/79 guidance memorandum and what has been done on other cases in NRR.
They were not intended to indicate that the 11/20/80 or the 8/22/80 applications should be Class III's. I realize that there are many applications that appear similar from the portions I receive, but could be found to be quite different when reviewed with all portions avail-able and when reviewed by technical staff. Therefore,, I cannot make the fee determinations, but I do make J conscientious effort to avoid incon-sistencies between applications that appear to be.cth~--same-.,..... -.
