This letter is in reference to your petition for rulemaking (PRM) that you submitted electronically to the U.S. Nuclear Regulatory Commission (NRC) on January 2, 2018 (NRC's Agencywide Documents Access and Management System Accession No. ML18032A746). In your petition, you requested that the NRC revise regulations in 10 CFR Part 72, "Licensing Requirements for the Independent Storage of Spent Nuclear Fuel ,
