.PLANNED REVISIONS TO THE PALISADES INCORE MONITORING CODE (PIDAL)
Consumers Power Company (CPCo) is in the process of revising the incore monitoring code (PIDAL) currently approved by the NRC in the Palisades Technical Specifications.
This revision will replace the existing Siemens XTG/PDQ neutronics code interfaces with the Studsvik SIMULATE-3 advanced neutronics code. Our schedule for this revision and questions about NRC review methods were discussed with the staff in a conference call on April 30, 1996. T.his letter provides additional information with respect to technical content and scheduling for the NRC approval process.
Since the XTG/PDQ and SIMULATE-3 neutronics packages are both approved by the NRC, CPCo's technical approach is to benchmark SIMULATE-3 to actual measured data and perform the multicycle uncertainty analysis. An uncertainty analysis will also be performed against B&W Critical Experiments to generate a pin power uncertainty, and CPCo will verify that the ABB-CE CECOR rhodium depletion coefficients, developed by Southern California Edison, are applicable to PIDAL.
CPCo's technical work is now sufficiently complete to conclude that the existing uncertainty values specified in Technical Specifications will be bounding for the revised PIDAL/SIMULATE Code. Therefore, it will not be necessary to process a Technical Specification amendment to allow the revised Code to be implemented at this time. A license amendment will be requested in the future, however, to allow full advantage to be taken of the revised Code.

With respect to scheduling, CPCo will have performed all technical bench marking and will have completed all documentation related to this revision by the week of August 5, 1996. A final report will be submitted to the NRC at that time with a request to approve use of the revised PIDAL code prior to startup for cycle 13 in December, 1996. Shortly after submittal of this request, CPCo would also like to meet with the staff to discuss the revision in detail. A specific date for this meeting will be coordinated through the Palisades Project Manager, The SIMULATE-3 package within PIDAL will provide more accurate theoretical calculations, and will also provide CPCo with economic benefits. CPCo looks forward to working with the NRC to support staff review.
