Haas Plant Safety and Licensing Director WITHDRAWAL OF COMMITMENT TO CONDUCT STARTUP TRAINING FOR OUTAGES GREATER THAN lOQ DAYS - SALP 5 - RESPONSE COMMITMENT In response to the SALP 5 report dated May 16, 1985, Consumers Power committed to sending the Palisades licensed operators to simulator training on plant startups if an outage was greater than 100 days.
The purpose of this letter is to withdraw that commitment.
The original concern addressed by the commitment was that the extended outage in 1984 may have negatively affected operator familiarity with the power operations mode.
The Palisades' simulator was located at the Midland Training Center at Midland, Michigan in 1985.
At that time, operators normally spent one week per year (or two weeks if there was an extended outage) at the simulator.
The Palisades simulator has since been relocated to the Palisades site.
Simulator training has become a routine part of operator requalification training with the relocation of the simulator. Operators attend training every six weeks, including outages. This training routinely includes time on the simulator running power operating mode scenarios.
